Lieutenants, the mini bosses of Hajin
The Hundred Spirits hold the exclusion zone, and their Lieutenants lead the specialized units inside it. They are hired foreign fighters, and Infinity Ward has said out loud that they are operators from earlier Call of Duty games, so expect faces you know and a fight that does not care about that. Push an area hard enough and the faction pushes back with reinforcements, up to attack helicopters.
How a hunt actually works
You find them two ways: pay for intel on a specific Lieutenant at the FOB Boss Board, which narrows down where they are, or climb a Hunt Tower in Hajin and pull the intel on the closest one. Kill them and they drop dog tags. Those tags only count once you extract with them, and rival squads can track you through the tags you are carrying, so the exfil is usually the real fight.
